My name is Michelle
Billings-Rice; I now live in Medford,Oregon,
having moved from Klamath Falls in 1997 when I went into premature
labor due to the stresses put on me by CPS (aka CSD/ SCF in
Oregon). On September 26th, 1996 CSD arrived at my front door to do
a "home visit" and proceeded to take my then 2.5 year old son from my
care and inform me that they had already taken my older 2 children
from the school I had dropped them off at not 30 minutes before. I
have been accused of being an Alcoholic, a drug addict, sexually
abusive, mentally abusive, physically abuses, mentally incapable of
learning to care for my children "properly" and neglectful of my 3
older children ( Cassy Lynn now 18, David Wayne now 15, and Kendal
Evan now 10).
In March 1997, I gave birth to Sean Ian (now 7) at 28 weeks. He
weighed 2lbs 4ozs. He was born in Jackson County, Medford, Oregon
and spent the next
3 months at Rogue Valley Medical Centers Neonatal Intensive Care
Unit. From Sept 1996 to June 1999, CSD lied to me, and my
children. On June 4th, 1999 the "Honorable" Judge Roxanne
Osborne
terminated my parental rights on David, Kendal, and Sean. They kept
Cassy in care until she was 18 and 1/2 (June 2004).
On May 6th, 2000; I gave birth to my 5th child Jessica Reann:
Jackson County CSD investigated based on prior history , but to this
day Jessie has remained in my physical and full legal custody.
Oregon law requires that if once terminated, always terminated, But
in my case Jackson County saw the truth to the fact that Klamath
County CSD had NO legal right to take let alone terminate my
parental rights. I even have video of the caseworker informing me
that the Uncle who has adopted my sons
and is a Cocaine addict " is doing much better now, He's found
God". Now I feel so much better, my sons are being raised by a Coke
addict. The worker told me I would be allowed to see my sons once
they were settled with their Uncle, only its been 5 years and I
have yet to even get a photo. I did get 1 letter, brought to a
family unity meeting regarding Jessica, in which Klamath County
claims my son David wrote ( it's printed and contains so many Adult
words I doubt authentinsity of it) accusing their father and I of
such cruelties as forcing the 3 older kids to watch their father and
I have sex, and so many other weird and fictional things that I cry
just thinking that Those people have so brainwashed my sons so
deeply that they actually believe it.
I realize that it is probably too late to do anything, toward
getting them returned to their true family. But I will never give
up the hope that they will come home to learn the truth and that we
will be a reunited family.
